The Council was formed initially to address community concerns about excess hospital costs and bed capacity, later expanding its scope to address and advocate for other issues in the medical care industry.

The Metro Hospital Trustee Council was a voluntary association of Minneapolis and St. Paul-area hospitals and hospital systems.
